After a brief lull following the years-long expansion of Anthony Henday Drive, drivers traveling the southwest corner of Edmonton’s ring road should brace for more major road work.
The Terwillegar Drive expansion is entering Phase 3 of construction, which focuses on expanding the existing interchange at Henday over the next two years.

It is a major part of the Terwillegar Drive toll road expansion starting in the spring of 2021.
Phase 3 includes the following:
- The new northbound bridge crosses Anthony Henday Drive
- Reusing the existing bridge for southbound traffic via Henday
- Converting the overpass into a partial cloverleaf intersection: Two new ramps to allow free-flowing traffic from southbound Terwillegar to eastbound Henday and northbound Terwillegar to westbound Henday
- Terwillegar Drive was upgraded with three lanes in both directions
- A new pedestrian/cyclist bridge connecting the Windermere and Haddow neighbourhoods
- Corridor improvements, including the intersection at Windermere Boulevard
- Widening of Terwillegar Drive and 170 Street from southbound Haddow Drive to southbound Windermere Boulevard to three southbound lanes, four northbound lanes and one dedicated transit lane in each direction

The city says two lanes of traffic on Terwillegar Drive will be maintained in each direction during construction, but short-term daytime and nighttime lane closures may be necessary.
Henday will also be affected, such as lane closures and speed reductions.
The city says the southern end of Terwillegar Drive approaching Windermere Boulevard, both northbound and southbound, will experience occasional lane reductions due to construction work.
Work on Windermere Boulevard is being prioritized and accelerated, the city said. At the same time, private developers were expanding 170 Street south of Windermere Boulevard. Construction is expected to be completed this fall.

The project was carried out in stages.
Phase 1, completed in 2024, includes widening Terwillegar Drive between Haddow and Whitemud roads, adding a multi-use trail and new landscaping.
Phase 2, which is still underway, is on the north end of the project, where Terwillegar intersects with Whitemud Drive.
The work includes widening the Rainbow Valley Bridge and adding two new pedestrian bridges: one along Rainbow Valley as well as a north-south 142 Street overpass connecting the Brookside and Bulyea Heights neighborhoods.
Construction begins in summer 2023 and is expected to be completed this year, with some landscaping completed next year.
This six kilometer long toll road project is expected to be completed in 2028.
The city originally planned to expand the road to a freeway in 2017, as the road was built in the 1980s with a free-flowing future in mind.
But as the estimated cost exceeded $1 billion, the city council in 2018 reduced the plan to a toll road with light-controlled intersections remaining.

A Private Blog Network (PBN) is a collection of websites that are controlled by a single individual or organization and used primarily to build backlinks to a “money site” in order to influence its ranking in search engines such as Google. The core idea behind a PBN is based on the importance of backlinks in Google’s ranking algorithm. Since Google views backlinks as signals of authority and trust, some website owners attempt to artificially create these signals through a controlled network of sites.
In a typical PBN setup, the owner acquires expired or aged domains that already have existing authority, backlinks, and history. These domains are rebuilt with new content and hosted separately, often using different IP addresses, hosting providers, themes, and ownership details to make them appear unrelated. Within the content published on these sites, links are strategically placed that point to the main website the owner wants to rank higher. By doing this, the owner attempts to pass link equity (also known as “link juice”) from the PBN sites to the target website.
The purpose of a PBN is to give the impression that the target website is naturally earning links from multiple independent sources. If done effectively, this can temporarily improve keyword rankings, increase organic visibility, and drive more traffic from search results.
